I realize this isn't as attractive as a plug-in, but the Zotero people themselves acknowledge that this bulk conversion feature is more productive that the word processor plug-in. It appears that the special formatting used by WP to create footnotes in their conversion routine restarts numbering on each page.

The only problem is the footnote numbering which can easily be fixed by clicking on the footnote code in the text to bring up a small dialog. The RTF file also converts easily into Word and Wordpad. WP easily converts the file back to WP-editable format. Zotero has no trouble in scanning the RTF file. I tried out this feature with a half dozen or so short-form citations in a 12 page document converted to RTF by WP. Zotero can still format all the citations after the fact, however.
